COMMUNIQUE OF THE 43RD ANNUAL CONFERENCE OF THE SCIENCE ASSOCIATION OF NIGERIA, HELD AT THE FEDERAL UNIVERSITY OF TECHNOLOGY, AKURE: 2ND – 6TH SEPTEMBER, 2007

The Science Association of Nigeria (SAN) held its 43rd Annual Conference at The Federal University of Technology, Akure from 2nd to 6th September, 2007. The President of the Federal Republic of Nigeria, His Excellency, Alhaji Umaru Musa Yar’Adua (GCFR) sent a goodwill message to identify with the Association. Science Association of Nigeria notes with great pleasure that for the first time in the history of Nigeria, the President of the Federal Republic of Nigeria and the Vice President are eminent scientists.  The Association therefore has great expectations for the advancement of Science and Technology  in the country during their tenure.  The Governor of Ondo State, His Excellency, Dr. Olusegun Agagu was represented by the State Commissioner for Education, Dr. Olu Akinkoye. The Chief  host and Chairman at the Opening ceremony, Prof. A. M. Balogun, the Vice-Chancellor of The Federal University of Technology, Akure delivered a welcome address.
Scientists from all over the country came together and rubbed minds to proffer solutions to Scientific and Technological challenges facing the nation.
The Theme of the conference was “Science and Technology: Research Focus in the 21st Century”.  The keynote address was delivered by Prof. Olusegun O. Adewoye, Director-General/Chief Executive Officer, National Agency for Science and Engineering Infrastructures (NASENI), Abuja, Nigeria.
Two lead papers were delivered at the plenary sessions by eminent scientists.  At the end of the Annual General Business Meeting of the Association, the following resolutions were adopted:

1.
       Conference commends the government for making moves in putting science to work for her economic growth by the establishment of Research Institutes, Specialized Governmental Agencies, Intervention Development Agencies (IDA) and the launch of Nig-Comsat I.
2.
       Conference urges Government to continue to apply Science and Technology in the management of resources to solve problems of Agriculture such as flooding, drought and desertification.
3.
       Conference noted that scientific and technological research is currently being under-funded and urges Government to focus on the development of Science and Engineering infrastructures.
4.
       Conference noted the determination of Government to declare a state of emergency in the energy sector and suggests the efficient management of present energy resources and the development of alternatives such as biofuels, solar and wind energy.
5.
       More attention should be paid to environmental planning, execution and management of projects for sustainability towards achieving a pollution-free environment.
6.
       Greater emphasis should be placed on qualitative acquisition of practical and innovative skills in the training of young scientists at all levels of education
7.
       Conference urges the President to establish the Office of Special Adviser on Science and Technology who should be a practicing scientist and/or researcher.

25th year anniversary logo

The University Management has adopted the anniversary logo in furtherance of the celebration of the 25th year Anniversary.  The Vice-Chancellor has directed that the logo should henceforth be used by all Schools, Departments and Units of the University.

The anniversary logo has therefore been put in electronic version which should be copied from the offices of Principal Officers, Deans and Directors for further use.Members of the University Community are requested to kindly take advantage of this and ensure compliance as appropriate

The Prospective Corps members of the University were recently briefed by the National Youth Service Corps Officials.
In his opening remarks, the Vice-Chancellor who was represented by the Acting Dean of Students, Prof. J.A. Alokan urged the prospective Corps members to be good ambassadors of the University wherever they find themselves during the National Youth Service Year.  He also added that the aims of the Scheme are to promote unity and national integration, raise the moral tone of the youths by exposing them to higher ideals of nation building and development.  “Ensure that you live the place of your National Youth Service better than you met it” he concluded.
The NYSC Official, Mrs. E.T. Falaiye in her briefing took the prospective Corps members through what they would expect and what would be expected of them from the NYSC.  She further explained that the Scheme was established to promote the ideals of national unity and a sense of common destiny among Nigerians and eliminate mutual suspicion and mistrust that has been engendered by the Civil war.  She thereafter urged the prospective Corps members to represent the Country well wherever they are sent to serve and also utilize the skills they acquired for self reliance.

Dr. O.E. Olowofeso of the Department of Mathematical Sciences has been appointed as an Associate Director (Pre-Degree Programme) in the Centre for Continuing Education for the next two years.

post-ume officials to be paid soon

The University Management has made arrangements to pay honoraria to members of staff that served as officials during the last Post-UME Screening Exercise held on 1st September, 2007.In a statement signed by Professor Kolade Ipinmoroti, Deputy Vice-Chancellor (Academic), the institution regrets the delay and promised that the honoraria will be paid soon. “The University Management recognizes the high spirit of comradeship which members of staff displayed in conducting the hitch-free exercise”, the DVC (A) noted.

The University Management has constituted a Work-study Committee to enhance the students’ purse, generate revenue for the University and identify areas where students can work during the off-periods and holidays. Consequently, all bonafide students of the University who are interested in participating in this programme are to register at the Students’ Affairs Division of the University.

Petroleum Technology Development Fund (PTDF), as part of its mandate for building indigenous capacity for the oil and gas industry in Nigeria has introduced a new capacity building programme; “The PTDF Annual Oil and Gas Research Grant Competition”.
The objective of the Competition is three fold; to enhance the capacity of locally based researchers to conduct research relating to Oil and Gas Technology Development; to promote the retention of such capacity; and encourage its application in the industry context.  The long run expectation of the Grant Competition is to motivate Nigerians who have the capacity and ability to conduct research that will aid technological development in the Oil and Gas Sector in Nigeria.
A Steering Committee made up of academic experts, industry experts, policy makers and representatives of related professional bodies with the Executive Secretary of PTDF as Chairman has been set up to oversee the competition and ensure that high quality standards are followed.
It is expected that between 2007 and 2009, the following oil and gas related themes will be addressed.

A.   Themes and Sub-Themes

1.   Petroleum Exploration and Prospecting

*        Petroleum Systems Analysis;

*        Petroleum Geochemistry;

*        Stratigraphic Prediction;

*        Basin Analysis and Basin Modelling;

*        Gas Exploration;

2.   Petroleum Production and Exploitation

*        Reservoir Modelling and Engineering;

*        Reservoir Geophysics;

*        Reservoir Geochemistry;

*        Oil Sands Exploitation;

*        Flow Assurance including Chemical Demulsifiers

*        Local Sourcing and Beneficiation of Drilling Fluid Materials;

*        Assessment and Remediation of Polluted Sites

*        Enhanced Oil Recovery.

3.   Petroleum Refining and Petrochemicals

*        Catalyst Development;

*        New Derivatives from Petroleum Refining

*        Burning Efficiency Improvement;

*        Biofuels, Industrial Solvents, Plants simulation.

4.   Petroleum Economics and Public Policy:

*        Oil and Gas Commercialization policies and strategies;

*        Fiscal issues in Oil Management;

*        Petroleum Fiscal Systems;

*        Oil and gas pricing regimes;

*        Petroleum Investment Analyses;

*        Operator/Host Community Synergy Models. 

For the 2007 competition, research proposals should address the Themes 1 and 2 only i.e. Petroleum Exploration / Prospecting and Petroleum proposals in the near future. 

B.   Proposals are hereby requested from interested persons based on the following research format/guidelines.

*       Theme/Sub-theme (to be stated on the cover page).

*       Background of the Study / Introduction including study relevance especially perceived value to the Industry;

*       Literature Review, also indicating perceived gaps and motivation for current study as well as objectives of the study;

*       Methodology of study including study approach, data collection procedure and availability, data analysis, model formulation etc.

*       Research Plan including time-based schedule with key milestones and deliverables;

*       Research Budget including analytical costs, data gathering cost, research and field assistants/support staff, travel and accommodation, data analysis, other consumables etc.

*       References

*       Capacity building components of the research;

*       Proposals (inclusive of diagrams if any) should not exceed 20 pages with 1.5 line spacing and on 12 font character.

*       CVs of researchers and key collaborators should be attached.

*        Letter of Institutional Affiliation should accompany the proposal.

C.   Other Guidelines

*        A select team of resource persons including academic experts and industry professionals will be constituted to shortlist the best proposals for invitation to an oral presentation.

*        Principal Researchers of short listed proposals shall be invited to Abuja by the second week of December, 2007 to defend their proposals before a select panel of distinguished academics and professionals.

*        Successful proposals will be awarded the research grant which shall be released to the beneficiaries in 3 instalments: at inception, on submission of satisfactory progress report, and on submission of satisfactory final report.

D    Eligibity

*         All Nigerian Citizens (resident in Nigeria), working in academic institutions, companies, other research organizations, NGOs.

*        Collaboration with Nigerians resident overseas is encouraged but the principal researcher should be resident in Nigeria.

E.   Submission

*        Research proposals on the referenced themes 1 and 2 should reach the below stated by post and e-mail on or before 31st October, 2007.

adedire, ofuya to bag esn’s fellowship

Professor Chris Adedire, Dean, School of Sciences and Professor Thomas Ofuya, Dean, School of Agriculture and Agricultural Technology will be conferred with the Fellowship of the Entomological Society of Nigeria (ESN) for their immense contributions to the development of the Society.
The conferment takes place on October 8, 2007 at the Conference Centre, Obafemi Awolowo University, Ile-Ife.

omosekeji becomes napsson’s ag. president

Mr. Alex Omosekeji of the Information, Protocol and Passages Unit is now the Acting President of the National Association of Professional Secretarial Staff of Nigeria (NAPSSON), FUTA Branch. He was appointed to complete the tenure of the former President of the Association, Chief W.O. Akinjero who has retired from the University.
Speaking on the appointment, Mr. Omosekeji promised to be loyal and honest in his duties.  Until the appointment, he was the Vice-President of the Association.In another development, the Acting President has requested members of NAPSSON that participated in the Internet training programme held at the Computer Resource Centre (CRC) to collect their certificates from him as from Tuesday, 18th September, 2007 between 3.00p.m. and 4.00p.m.

The University will host the next quarterly meeting of the Nigerian Institution of Agricultural Engineers (NIAE), Ondo State Chapter on Thursday, September 20, 2007.According to the State Chairman of NIAE, Dr. (Engr.) B.A. Adewumi, a technical paper entitled: “Agricultural Mechanization:  An Important Tool for Achieving the Millennium Development Goals in Nigeria” will be delivered by Engineer I. Ageh beginning at 10.00a.m. The State Chairman enjoined members of the Association and the general public to attend the event.

Mr. Temidara Fagbola of the Academic Planning Unit has attended the annual conference of the Nigerian Statistical Association which took place in Asaba, Delta State between September 4 and 7, 2007.

The Kids and Teens resource centre sponsored by ODSACA has mounted a referral booth at the Students’ Union Building of the University. Health Education and Referral Booth (HERB) Project is committed to address severally transmitted infections (STIS) HIV and AIDS and other communicable diseases locally identified as health problems, as well as unwanted pregnancies and abortions.
